  1. Add a test user, using 
    http://localhost/cgi-bin/Radmin/private/editUser.pl
  2. start radiusd (the Radiator server process)
  3. Using radpwtst (the Radiator test program), try to authenticate your test user with something like: 
    radpwtst -user mytestuser -password mytestuserpassword
